Carl Sanders, who sought to lead Georgia away from segregation in the 1960s, has died. He was 89. Sanders was the first governor to be elected by popular vote, following the dismantling of the state’s infamous county unit system, which allowed rural lawmakers to dominate Georgia’s political machinery.
